UPSEE is for 600 marks and your score is very low. Your rank will be around 80,000.With such rank it is difficult to get seat in government colleges under general category. You may have chances of getting seat in private colleges like Shri Rammurthi Smarak College of Engineering in EE, Ideal Institute of Technology in Mechanical and ECE, Rajkuma Goel Institute of Technology in EE based on previous year cut off. CUt off may increase or decrease in 2020 depending on number of seats available, difficulty of exam and number of candidates appeared.

According to last years' statistics the cut-off for CSJMU, Kanpur
For Btech Electronics and communication engineering branch for UPSEE for Round 1 was 18066 and Round 4 was 19565.
For Btech nformation Technology engineering branch for UPSEE for Round 1 was 9692 and Round 4 was 11353.
Therefore, i think it is difficult for you to get admission in CJMU,Kanpur. I suggest you should also try for other colleges like -

Now I want to clear that you can get admission in UIET but the problem you will surely face is on branch selection. At this rank you may or may not get CSE and IT branch but as you have OBC quota so may be you can get CE, ME, Metallurgical etc. I'm mentioning below the previous year cut off for OBC category just have a look over it;
