Yes zakir hussain college offers 5% relaxation in some selected courses which include b. Com hons but only for those students who have studied urdu upto atleast class 10 and since you have studied urdu upto class 12 , then yes you are eligible for that 5% relaxation

In MAHARASHTRA any person whose mother tongue is not Marathi , is considered as belonging to Linguistics minority . Though Urdu people don't speak Marathi do they are linguistic minority in Maharashtra.

every board has it's own syllabus and curriculum. You can not change it. there might be elective in language but options are limited and decided by the board.  you have to choose from the given options only.
