Its probably due to your low rank that you didn't qualify for any college vacancy available in spot round. The list is based on merit and only those are given preference who have better ranks. However, if you feel you should have been there, you can report to them personally

I feel sorry to inform you that since registration date for upsee is gone, and tomorrow is the spot round result to be declared, you can not do anything. There is no direct way by which you can participate offline in upsee spot round counselling. So don't worry

Would like to tell you that the fee Rs. 20000 is partly refundable, if you decide to withdraw from a round of counselling. The amount you'll recieve after deduction of counselling charges would be Rs. 15000 i.e. rs. 5000 is deducted and the rest is refunded. i hope it helps.
