After you have been alloted a college in Round1,you will be having a counselling letter from UPSEE in which the names of the nearby centres will be mentioned,where the students can go for registration or document verification. You can easily choose one centre of your choice.

After the online document verification a seat will be alloted to you in the college from your prefernce list based on your rank. Then you will have the option to eiher float or freeze if you freeze the seat then you have to physically appear in the alloted college

Yes, you have fair chances to get admissions into good  nit but not the top ones. You can get the lower bodies of the nit with a choice of your branch too. Its a good rank and highly privileged one that could certainly help you seek admission in the college

Sorry it is not possible to get a government college on the basis of your rank. The cutoffs of very very high I am sharing cutoff of some government colleges to give you idea:
