Based on your rank you are not supposed to get a government College. You should have good rank for getting a government College. But you can look for private Colleges. There is very little chance to get a good private Colleges. But you can get chance in these private Colleges:

If you have your original marksheet and the marks you scored are eligible for the counselling ,then you may use that certificate and marksheet for the counselling and you may inform about the improvement exam by submitting the forms of your improvement exams.

Tuition Fees Waiver is a scholarship provided by the central government of India in which your TUITION FEE is paid by them.

So, the seats for fee waivers and non-fee waivers are the same. It's just that your fees will be less if you come under the TWF

      The Fee waiver scheme was introduced in 2007 by the Ministry of Human Resource Development (HRD) for providing highly subsidised technical education to economically backward students, women and physically challenged students.

          Im such scenario you may only get reservation for any one of the cases whether FWS OR OBC

YES. if you go for the fee waiver scheme then you would not get your OBC quota and you would only be eligible for the fee waiver quota .  BUt keep in mind that OBC seats > fee waiver seats. And also if you are going for

This is not an issue.

You can upload a general domicile certificate which should be available to you upto 10 yrs validity.

Also You need not get yearly domicile certificates.

domicile is only needed for the other state candidates applying for the other state quota seats.

but if you are from other state then it might be a problem.It might happen that your form is rejected or they might consider aadhar(as it contains address).Try contacting the help centre
