yes you can apply for counsellin as you are in graduation final year just ask from your college or uiversity slip which you can show during counsellling and they will accept it in initial stages, but before final procedure you may hae to present final passing certificate.

You will find every college during counselling you have to choose them in order of your preferences. For example put iet Lucknow and Bundelkhand at top then other government then deemed then good private. If you cannot get iet or Bundelkhand then lower one's are allotted to you

With this rank you can't be able to get a seat in any government college in starting rounds of counselling but may be you get any till last round of counselling.
But yes you are having fair chances of being a seat in top private college with branch
