to get a government college or not it totally depends on the rank. as the cutoff mark for general category was 25% of 600. Your friend has qualified the exam and can take an admission through counselling.

• MBA Finance:- 3000-6000
  
• MBA Human Source management:- 100-2000
  
• MBA information technology:- 3000-6000
  
• MBA Market management:- 3601-6301
  

it may be or may not be possible to get DDU college.

It doesn't take much time to get your domicile, usually around a week. If you don't submit a copy of it during counseling, you will be considered an outsider and you might not get your desired college.
