Yes negative marking is there in the upsc exam. Prelims the mcq test has .33 negative marking for each answer that goes wrong. But there is no negative marking if the question was not answered. So if you are not very sure then go for the next question.

 The elegibility critirea for UPSEE does not depends on which Indian state or territory one belongs to.

All Indian/FN/PIO/NRI  candidtaes are eligible for UPSEE exam along with somw other eligibility critiria.

So yes, you are eligible to appear for UPSEE 2019.

Generally yes but you will have to contact the respective colleges and talk to them. There is no set procedure for these things.
