 The elegibility critirea for UPSEE does not depends on which Indian state or territory one belongs to.

All Indian/FN/PIO/NRI  candidtaes are eligible for UPSEE exam along with somw other eligibility critiria.

So yes, you are eligible to appear for UPSEE 2019.

Generally yes but you will have to contact the respective colleges and talk to them. There is no set procedure for these things.

You need to score above 450+ in your exam to get CS branch in that college.these are just previous year trend only ,as marks depends on the difficulty of the exam and various factor.

Difference is in term sof roles. 

Agriculture is more crop oriented and planning of cultivation, agriculture design an doutput product,, supply chain management,, fertiliser crop management. 

Horticulture is more inclined towards job opportunities like garden development, area management and production cintrol, Supervision and production design.
