You can do any thing after Float. There are some chances if you told to the counselling counseller or officer then only they will help you.

yes. The first round will be cancelled only if a fresh allotment is given. Aapki allotment ke upar saari choices jo di hain, unhe consider kiya jayega and then allotment announced. Agar nahin mili toh purani sahi salamat rahegi.
