Sorry to say you have not scored well in the exam. It is very difficult for you to get a government college. You can try some of the good private college like:
Take your Birth certificate ( 10th board certificate will work as well), Photo ID proof, Domicile of UP, Admit card of UPSEE, Print out of Result. Class 12th result and few passport size photographs.
Some of the above mentioned things are not required, but do keep them for emergency.

But on an average you may land up with a rank somewhere 12k -15k. So chances of govt. Colleges are nearly zero.
But as you may be knowing that engineering is losing it's charm and more of seats remain vacant in AKTU colleges
Yes, with 8255 OBC rank you can get colleges like GALGOTIAS, GL BAJAJ, RKGIT, ABES, NIET for CSE or ECE. You should try for these colleges. Try for AKGEC and JSS as well.
