Regarding Round 2 Cut off: As per latest Seat Matrix of Uttarakhand State NEET Counselling: Only 30 Seats are Vacant in UR Category in Government Medical Colleges.
So According to this Expected Cut off for Round 2 can be around 575+ Marks.

The result of first round of Uttarakhand state NEET 2020 counseling have been announced on November,13 and the last date to report at the allotted college is November 18. But their is still no official notice for the dates of second round counselling. You can expect the second round will be conducted in first or second week of December and the dates will be announced in the end of this month.

You have not mentioned for which counselling you want to gather information. Nevertheless, if you are referring to Uttarakhand NEET counselling, then the registration process for the first round began on November 6. And the state counselling list for the first round was published on 11th November.
Registration for second round if counselling started on third week of November. Choice filling for the second round of counselling 2020 will begin in the last week of November. The seat allotment list for the second round of counselling will be released in the last week of November. It is advisable that you keep a regular check on the official website to stay updated.

As you belongs to state other than UP so you can get only management quota seats in UP. So on such marks and category you have good chances of getting management quota seat in some medical colleges in UP under state quota according to previous year's cut-off.
