HNBUMU conducts the counselling for 85% seats seats in the state. The state body has not released the counselling procedure and it will be out soon. However, it is expected to be conducted after the AIQ(15%) counselling. See in AIQ counselling the cut-offs are quite higher even for OBC category which is around 470-500 but there are very few colleges which have cut-offs around 400 like KIMS, Karnataka and few more but through AIQ your chances will be less because this year it is expected that cut-offs will increase by around 15 marks which decreases your chance through AIQ but yes you can get seat through Uttarakhand state quota and following colleges you can get :-

With your score and general category it is hard to tell if you can get into any government college but you have decent chances of getting into private or deemed universities in state of Up like CIMS, Era, Teerthankar, F H agra, etc.

Yes.
In order to claim a seat under state quota the candidate must either hold a domicile certificate for the state or must have completed both 10th and 12th from an institution recognized by the Uttarkhand Boards. Since you have domicile for state, you can apply under state quota.

If u really want to go in ISRO/DRDO then u should take ECE/EEE cause their syallbi are same and suitable for it. ECE has subjects like CONTROL SYSTEMS, ANALOGS, Signals that are used in ISRO and will help u alot. No matters which college u have studied but u have to maintain a decent CGPA/GRADE.
So u should focus on your branch which is related to Their prospective and U have to give ICRB for ISRO.

Although your roots are from Uttarakhand, but still you will not be able to utilize the facility of having Uttarakhand State Qouta. The reason behind this is that you completed your class 12th in the state of Assam. Basically, the Home State Qouta, means the state of India in which the candidate has completed his/her class 11th and 12th.
As you said that you were born in Assam and have completed your class 10th and 12th in this state itself, you will be eligible for the home state quota of Assam only. So If you are an Engineering aspirant and preparing for the ALL INDIA ENTRANCES then based on your ALL INDIA RANKING the home state quota eligibility will be applied for the state of Assam, not Uttarakhand. Same goes for the Medical Entrance Exams as well. About 85% seats is reserved for the Home state candidates and remaining seats is for the rest of India Candidates( for NEET).
Let me give you an example of one of my friend. He secured a ALL INDIA rank of around 49000 in JEE MAINS exam and the the round in which he got the seat had a closing rank of around 51000 . He was from the state of Assam ( Home State ). He got a seat in the department of Electrical Engineering in NIT Silchar, whereas on the other hand for the other state quota the closing rank was around 25000 . This was by the end of round 5 counselling. He originally was from the state of Bihar and also his certificates had signatures from the authorities in Bihar. But since he had completed his schooling upto class 12th in the state of Assam, he was able to get the seat in NIT Silchar based on the home state quota eligibility.

Since you haven't mentioned you marks, rank scored in neet and also didn't mention your category and home state so I'm unable to predict any college for you. But considering you to belong from a general category then you must score 50 percentile in neet to be on a safe side. But still everything depends on the cutoff so hope it goes well.
