According to your question and taking into consideration that you are confused about choosing the college between the these two.
Considering your home state is Uttrakhand i would surely recommend you to take gbpu Pantnagar as the parallel college which you got in Punjab doesn't stand out of the box in comparison to this college.
In your home state there will be much benefits and your return on investment will be good if you take this college.
Yes why not sure u can get admission in Ayurvedic and Unani Tibbia college bcz the cut off marks for OBC student is about 40th percentile. So yes u can go ahead.

According to your score of 600 , which is a very good score , you will get all the government colleges in Uttarakhand for MBBS like -
1) GMC Haldwani
2) GDMC Dehradun
3) VCSG Srinagar
Also you can get many good colleges through all india quota and as for AIIMS , the cutoffs can be predicted based on this year .

Hi. I don't think that you will be able to apply in the second round . In any of the counseling you attend you have to apply it before the beginning of first round. No counseling allows you to apply for it once it has started. If you had some genuine reasons, then try to mail them .They might help you if they find the reason to be genuine enough.
