You can get management quota seat under 85% State Quota in states of Karnataka, Telangana and West Bengal. But the fees is not less than 6 lakhs. The minimum starting fees in Karnataka is 7-8 lakhs per year. And in Telangana, the minimum fees for management quota for outside state quota is 11.5 lakhs while in West Bengal it is 11-13 lakhs.
Now, this data is according to previous year, The fees for this year has not been released yet. It will probably release after NEET result. You need to check on the official counselling sites of these states.
Further, you can get a management quota seat in deemed universities through All India Counselling for Deemed Universities.

If you got 350 marks in neet 2020, you have less chance to get seat in bams government college in Uttarakhand. You need to score at least 450 plus marks if you belong to general category. But you can easily get seat in private colleges.

With stiff competition for medical and Ayush courses like BAMS, BHMS, it is difficult with 373 marks to get a BAMS government college. Cutoff vary every year and the approximate marks for OBC category to get a government college is atleast around 430-450 marks and above. However, you have chances in private colleges as cutoffs for private colleges are little lesser than government colleges. Below I have listed a few good BAMS colleges. Do attend the counselling as sometimes there will be chances of getting in 2nd and 3rd rounds as well.

You haven't mention the exam name, In which exam you got this Good rank. Without knowing the exam name it is quite difficult to tell that you get CS in SLIET, PUNJAB.
If you are talking about JEE Mains, you have Good chance to get seat in SLIET Punjab with CS branch. The ews cutoff for Punjab state in 2020 is 70.2435518 percentile. So at this rank you have Good chances to get seat in SLIET PUNJAB.

As per the NEET norm guideline, the quota of the home state is essentially the allocation of 85 percent of a college's seats in a specific state for the students to reside in that particular state. In the All India Quota (AIQ), the remaining 15 percent of seats are open and are occupied by students who do not reside in the state. If the situation occurs, based on the policies of the institute, vacant All India Quota seats may be converted into State Quota seats. You are permitted to apply for only your state's 85% seats. You can't go for the other state's 85% state merit.

There is upto 1% reservation for wards of E-servicemen in Uttarakhand State Counselling. And this is a horizontal reservation within your Category. Now there are as many as 825 MBBS seats offered through Uttarakhand State Counselling. And the colleges are not fixed for Ex-servicemen. The seats are allotted based on merit cum preference and a College has nothing to do with seat allocation.
