College for mbbs under general category. However, you may get private college with high fees, otherwise try for bhms, which also seems getting difficult too. As per the previous year's informations, the lowest qualifying marks for SC cateogory students to get admission in the esteemed colleges in Uttarakhand through Home State quota was 404. You can check all the cut-off informations from the following website:

Though the cut-off marks are dependent upon several factors like number of appeared canditates, nukber of successful candidates, number of alloted seats, difficulty level of the question paper, it can be surely estimated that cut-off marks can't be decreased so much to 260. So I'm very sorry to inform you that despite being SC cateogory students, you don't have enough marks and percentile to grab the opportunity of studying in any renowned Government colleges in Uttarakhand .

The wards/widows/wives of Defense Personnel from Army, Navy & Air Force are eligible for the scheme - Reserved Defense seats in every medical and colleges in India.
5% seats is for Defense Personnel Wards (DPW) candidates.
If you do not have a domicile certificate, then you can use your ration card, or the passbook of your bank account.

Congratulations on your result. If you have a domicile of uttarakhand you can get into NIT uttarakhand using home state quota, you can get branches like EEE and ECE. This is not certain, this is just based on previous cutoffs. I suggest you must appear for the JoSSA councelling and many other state councelling held by different states like Punjab, Haryana, MP etc. To know the admission chances in specified college you can use college predictor tool.
In 2019, under State Quota, 480 marks secured a seat in GOVERNMENT DOON MEDICAL COLLEGE under General Category and that was the cut off for Government Medical Colleges. and 411 was the cut off for Private Medical Colleges as this score secured a seat in SHRI GURU RAM RAI INSTITUTE OF MEDICAL AND HEALTH SCIENCES. Now with a score of 259 marks it is too less for a seat in any Government College in and out of Uttarakhand. But if you have decided about studying Medicine, you have to reappear for NEET in 2021 and score real good. That will be the only option because with this score, you cannot even get Private Medical Colleges. So you may have to consider appearing for NEET 2021.
