According to the category rank you have mentioned in the question you cannot get any of the NITs even after considering Home state quota because your category rank is too high as per previous year's cut-offs, if it would be under 10,000 at least then I would have produced a handful of colleges which you can get but yes I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

As per your marks and category you will easily get both of the college. As Uttarkhand BAMS cut off doesn't go so high and also you have privaleged of state quota seat as you belong to Uttarkhand as per your profile. Scores more than 400+ is enough for getting government bams colleges for UK students as it's cut off went to 120-130 marks for the BAMS colleges in UK. So don't worry you will easily grab seat in any of the both colleges.

The cutoff for admission varies from year to year as the cutoff depend on many factors like number of student applied, category,. difficulty level of exam, number of seat available,etc
You have not mentioned your home state.However as per previous years cutoff for AIQ and state qouta for uttarakhand through all indoa qouta it will be little difficult for you to get an mbbs seat. However through state counselling you have decent chances of admission in government medical colleges.

According to your rank and category you have good chances to get a seat in government medical colleges of uttarakhand , like VCSG Srinagar , Government medical college Haldwani , AIIMS Rishikesh , Government doon medical College , Dehradun . According to previous year cutoff you can get these colleges in the second round .

Uttarakhand Technical University will conduct B.Tech admission 2020 on the basis of marks secured in JEE Main 2020. The application form for Uttarakhand B.Tech admission 2020 will be released in online mode, wherein candidates will have to fill in and submit the application form.
The process of Uttarakhand B.Tech admission 2020 will start with payment of fee, followed by submission of applications where requisite details have to be provided by the candidates. Yes with 400-450 score in NEET 2020 you could get an seat in private MBBS college in uttarakhand, but my advice to you is if your really keen about your career you should quit this year and reappear for NEET 2021 and should aim scoring 500+ marks. As private colleges would get you an seat but they would really charge you high fees also you won't be getting good placements. As most of the students who are from good reputed government colleges get recruited in good posts.

Assuming you are asking about NEET 2020 , assuming general category , there are less chances for you to get a government medical seat in uttarakhand . However you can try for semi government colleges in uttarakhand , where you might get a seat in colleges like -
SGRR institute of medical sciences
himalayan insitute of medical sciences .
Also you can also try for the other state level counselling , where 85 percent seats are for state students , you can try for the state level counselling of your state or other state, where you might have good chances .
