If at all TS Eamcet considers AP Eamcet ranks then why would they conduct exams separately as Ts Eamcet and AP Eamcet. They could have conduct as one Joint exam. TS Eamcet never considers AP Eamcet ranks and AP Eamcet ranks never considers TS eamcey rank. If you want seat in TS Eamcet colleges, You need to write TS eamcet exam and go through counselling to get seat, else go through management or NRI Quota in the colleges. Usually the Management quota seats under TS Eamcet colleges ranges from 50,000 to 16 lakhs.
