The regular timings of the college are 9 am to 5 pm.   The timings will rather depend on your time table .

As rank is unknown(let it be x), i can not help you in the best way . But , i would say that the cutoff ranks do not likely see a fall of more than  500-1000 in 2nd phase counselling . So , if your rank is not less than the cutoff ranks by more than 500 -1000, then i would advise you to wait for the 2nd phase counselling.
