In counselling for VITEEE-2017, there are 5 categories, which means there are 5 fee structure for a particular branch, there is just the difference in the fee only, you will be sitting along with people from category 1,2,3,4 and 5 in your classrooms(Not like Coachings of competitive exams that they divide on the basis of rank or category). There is No Discrimination on the basis of the category, no one actually cares once you are in the college, obviously except parents because they have to pay the huge amount of fee (if category 5) (Fee of Category 1 = Fee of Category 5 - Scholarship). Category is not predictable, Suppose if seats of Category 1 are left even in Phase 2 counselling you will get the seat in category 1. It works on the principle of HIGH DEMAND- LESS SUPPLY obviously they will ask for more money that’s it. Refer the image below, you can see that civil still has seats in Category 1 even after Day-2 of Second Phase Counselling, so if you are opting for civil you have to pay the fee according to the fee structure of category 1 whereas suppose you are opting for biotechnology, you will have to pay the fee according to the that of category 5.

Based on the past record,you do have a fair chance to get into mtech biomed branch but as you see ,the trebd does change every time and year.

Based on your rank you will be called either for the first or second round of counselling. If you get a chance to go in first,  then surely you can get the branch with specialisation of your choice. But, if you are called in the second round, Your admission in CSE branch depends upon the seats left . Nevertheless, you can go for the other branches too..

Last year closing rank cutoff of VIT Vellore Institute of technology was 19000 rank...

You can easily get the seat in mechanical field in VIT ...and you can try in any other colleges also..

Since cutoffs by VIT are not declared there are some approximations based on previous year admissions. These are purely approximations, With a rank of 1540 you may be able to get any stream in VIT Vellore. Since most of their cutoffs are below 10,000.
