Congrats on getting 1300 rank in VITMEE 2019. Now if you see the cutoff ranks of VITMEE 2019 changes every year as it depends on the number of student appeared for the exam.

In 2017 cutoff was around 900-1000 . In 2018 cutoff was around 1100-1200 . And

Category 1 students need to secure rank range from 200-300 in order to get seat in vlsi

Category 2 students need to secure 700-800 rank inorder to get seat in vlsi through viteee

It is always highly advised to crack GATE with a very good rank. But it depends on how much motivated you are. If you feel that you are motivated enough to sit for 1 more year and crack GATE, then you should definitely go for it.
