If you are a domicile holding candidate who appeared for WBJEE, then your Category is useful else it's not in WBJEE 

Now, assuming you got that domicile going in there for you, you can expect the government colleges in West Bengal like Kalyani, Jalpaiguri Engineering College,etc.

Yes wbjee has been conducted a mop-up round every year because of vacant seats after 3 Rd round so you can easily participate in this mop-up round if you are not satisfied with the college you have got upto 3rd round counselling.
