There's nothing like that. If anything official had to be done it need to be announced publicaly. Since nothing of the sirt happened so you don't need to go behind the bars , if any siluch thing would be in thought process it would definitely be announced by the university.

The counselling process and seat allotment through WBJEE is already under cards now. This year only three rounds scheduled with 3rd and the last round of seat allottment will take place on 13th of july. So i don't think you should expect a 4th round unlike last year.

According to me it is hard to get a government college in wbjee with this rank but you may definitely get a collefe(private or government any)

You will not get good government colleges. You may get leather and textile engineering college, abacus Institute of technology and management. But these colleges are not at all good. I think you must go to private college with better streams
