First let us know which college you are talking about.I have also seen that many colleges of West Bengal are not included in the WB-JEE counselling, maybe because of some reasons.

I would like to inform you that during Wbjee counselling , if once you get a seat in first round , and if you want to proceed furthur in other counseeling rounds, you seat won't be vacated unless you get another seat in furthur rounds. To sum up,

You may not get cse in Jadavpur in the first 3 rounds. You will get ece in the 3 rounds. You can get cse in kalyani government engineering college in the first round only. You will get cse in Jadavpur university in the mop up or decentralized round.
