With the 4k rank in wbjee you really cannot expect for ELECTRICAL branch in JADAVPUR with that too GENERAL category its near to impossible.But you can expect for POWER PLANT ENGINEERING branch in Jadavpur but chances of you getting in that too is very low(<5%)
So,i would suggest
WBJEE counselling is no different than other engineering entrance counsellings.
First of all you need to register for partcipating in counselling by paying the amount demanded by WBJEE council.

In such case you can duplicate copy of confiramtion page however only till july 31 ,2018. To get duplicate confirmation page you need to apply to the board and pay 500 as processing fee via bank draft in the name of WEST BENGAL JOINT ENTRANCE EXAMINATION BOARD payable in kolkata
