You can get any course in Jadavpur University under OBC-B category, as your rank is 676. But, I don't think you can get the seat under TFW scheme. It depends on the number of students there above your TFW rank.

With a general category rank 26172 you will get HALDIA INSTITUTE OF TECH with all the branches " EXCEPT " CSE,ECE,electrical engg,MEch engg and IT.

if not jadavpur u may get a good college. please see the previous year cut off on google or wbjee site . and also wait till the last round.

see the preious year cut off . wait till last round . u may end up with a college for sure.

Getting a seat depends on your category too. If you belong to a general category you have slime chances of getting a seat whereas if you belong to SC or St category you have moderate chances of getting a seat in some branches of Haldia institute of technology.
