Sorry to say you can't change your college in 3rd year as there is no any norms which will allow your entrance directly in 3rd year.So continue your stream from that College in which you are pursuing right now..

Graduation must be done in a similar stream from a recognized college or university of India. For Arts subject, graduation must be done in Hindi, English, regional or foreign languages. A minimum of 55% aggregate at graduation level.

Yes, you are eligible for applying to CET exam. The eligibility requirements for CET exam varies for every course. For getting admission in B.Pharmacy you need to complete your 10+2 in Physics, Chemistry, English and in any one of the subject biology/ biotechnology/ mathematics with 50% from any recognised board.

With out your degree you can't move forward. Now you have a big gap to start again. Even you start you won't be eligible as they ask 2-3 years as gap after intermediate. So better you go and talk to the institute's concerned faculties how to get the degree.
