As per your requirement, i would say that as you have completed your 12 from nepal.. you can definitely give neet exam and get a government college- as you can apply through nri quota which has reservation for international students to study in india.

You can apply for NEET , you need to score 50% OE above in biology, physics and chemistry and your age should be 17 or above. You can get government seat but only via all India quota i.e one of the seat in 15% quota.
