Hello student home state quota is quota reserved for students who passed their class 12 from the state where the iiits/college is. Or their family must be a citizen of that state.
And other state quota is open for all students across the India for that college.

see for admission in bhms course you need to appear in neet ug exam. for obc candidates eligibility criteria is 40% marks in physics, chemistry , biology in aggregate. and should have english as a subject in 10+2 course. neet ug form filling last date is 31 december, 2019.

Yes you can write both Karnataka Cet and Maharashtra CET exams. For Karnataka CET you'll be eligible for admission to all the colleges depending upon your merit score in the state quota. For Mhcet you can write it only under ALL INDIA quota and there are very less seats available
