The best thing to do after diploma in India is to take up engineering (preferably B.Tech). You will be allowed to do lateral entry. Which means you can directly start second year of engineering without doing the first year.    You may also write JEE Mains and then clear JEE Advanced

In your case your rank must be around 17,000

With 17000 rank its bit difficult to get into IIIT as per past year records being not a home state student. A

According, to CBSE guidelines, a student can give the improvement exam only once. And that too, if you have passed the exam.

If you failed, you can't give improvement exam.
