Jensik, you should score a minimum aggregate of 50% in Physics, Chemistry and Biology in your 12th. It is 50% for General Category, 45% for PWD and 40% for OBC,SC,ST. Your B.Sc marks are not considered. So if you meet this criteria, ypu are eligible for NEET 2020.

what is the capacitance of a short circuited capacitor? answer with reason.

Since capacitor is basically two conducting plates with small distance in between, Hence when you short circuit the capacitor you make both the conducting plates one single conductor. So there is 0 capacitance in a short circuited capacitor. It will behave as a conducting wire in the circuit.
