• The minimum age of a candidate as on December 31, 2020, should be 17 years
• Candidate must have cleared Class XII or equivalent from a recognized institute

9 November is fine but you didn't mention your year of birth. The eligibility criteria for NEET is 17+ on December 31st. So if you are 17+ then yes you are eligible to appear the NEET in 2020.
