Yes, you can switch streams in engineering colleges after first year i.e. after 2nd semester, not after 1st semester. Some colleges also allow switching of streams after 1st semester. The qualifications required to switch streams also varies from college to college as you are requires to get this

Cut off rank for each branch can only be released after the conclusion of the counselling because seats are allotted based on rank, category, vacant seat and preferences of the candidate. Once a the seat allotment is released, you can know the cut off rank for each branch.
