Economics Hons. has a lot of stuff related to mathematics, It would be difficult for you to pursue graduation in stream related to Economics  having no knowledge about the Mathematics being done in 11th and 12th standard.

The minimum qualification required to get admission in BA is 10+2. You have not mentioned if you have passed in intermediate or not. The essential requirement to get admission in IGNOU is that a candidate must have passed 10+2 or its equivalent from a recognized board to get admission
