If it is a Private College, you need to reach out to the Administration directly for discontinuation or cancellation of your candidature for the course. Now this being a Private College, they might ask you to shell out the remaining amount of the course fees. But because the lack of financial resources is why you want to discontinue your course, they might consider it. But you will have to reach out to the Administration directly to talk about this.
