Almost all the competitive entrance exams occurs before12th board results, and they don't need 12th marks in the application form. So, yes sure you can fill up the application form without any concern. If you don't pass the minimum 12th percentage criteria for a university they won't allow

It depends on you. If you haven’t applied in the universities in US for four years programme then don’t waste your time, You can take admission in the university in India & start to take the semester class but if you want to wait then find a job & save
