I don't think so as per the eligibility criteria the degree certificate should be recognized under the university grant commission therefore i think it should be approved by MCI so that it will become equivalent to indian degree and second necessary condition you should be an indian citizen
Both ECE and CSE are good but there is a difference in job opportunities and study.
