So, a Uttar Pradesh-issued OBC-NCL certificate may not be accepted for reservation in IITs, NITs, IIITs if your domicile is Maharashtra.
What you should do: Apply for a fresh OBC-NCL certificate in Maharashtra. Make sure it is based on your caste being in the central OBC list.

If you completed your 12th form a private school in another state, you can still apply for EWS reservation, but it depends on your Domicile (your permeant residence), not the location of your school. So, if your hometown/ state is different form where you studied, and you hold a dom9icile certificate for your hometown, then yes, you are eligible for EWS reservation in your home state under state quota during counselling.
