A number of factors like the total number of candidates appeared for the exam in the state,the difficulty level of the question paper,the total number of seats offering the branch or course you have opted,previous year cutoff trends and category reservation decided the cutoff you need. Also cutoff ranks will vary with AP and TS. However, 1000 is a pretty good rank ,hence you do not have to worry , you may get admission into the desired college especially through state quota.

Assuming you are talking about engineering, if you belong to TS these two are the government collges you can expect JNTUH College of Engineering, Hyderabad

University College of Engineering and Osmania University, Hyderabad, few branches may vary in cutoff.

Sri Venkateswara University College of Engineering, Tirupati,Andhra University College of Engineering, Visakhapatnam,Jawaharlal Nehru Technological University College of Engineering, Kakinada are some colleges you can expect if you belong to AP.
