In JEE mains you are allowed to give a maximum of of three attempts and in each attempt you can give 2 exams so basically in three attempts you have chance to give around 6 JEE mains exam.
Now the first attempt is counted over in your class 12th passing year. And since you have not given JEE mains in your class 12th passing year then still your first attempt is counted as over. Now you have only 2 attempts left.
In JEE advanced you are allowed maximum of two attempts. And for giving jee advanced, you must your jee mains exam and qualify it. If you have not given JEE advanced in your class 12th passing year then your first attempt is counted as over and now there is only one attempt left. And this will be your last attempt, after that you will not be allowed to give JEE advanced exam.
In simple words you can give JEE advanced in your class 12th passing year and in your first drop. But you can give JEE Mains in your class 12th passing year, in your first drop, and your last attempt in the next consecutive year of your first drop.

So, according to your question, i would have to say that to sit for JEE advanced examination, you have to not only sit for JEE Mains examination, but also clear the cutoff marks. So, even though you missed the JEE Mains examination this year, you will be able to give the exam next year as well. But without qualifying for JEE Mains, there is no way you can sit for JEE Advanced exam.
