There is a slim chance of getting a medical college with your score even considering reservations. With general rank it is even lesser.
Do not be disappointed though.
The counselling may turn out to be in your favour.
In case there isn't any government college you are able to apply to you may consider applying for a private medical college in India in case you do not want to lose a year.
Another approach is to drop a year, prepare for the upcoming years examination and give it your best shot. I'm sure you can secure a good rank if you put in hard work and effort.

It is with utter disappointment that I inform you that it is
impossible to determine the cut off marks for a particular
state in the examination. Candidates appearing for the
National Eligibility cum Entrance Examination may refer to
previous years' cut off marks as a whole for the examination
but not for any particular state as such
There are two ranks provided to each of the candidates
appearing for the examination. One is the All India Rank and
the other is the Regional or State Rank. Candidates may
choose from either of the two in order to test their eligibility
for admission to any of the medical colleges spread across
the country
The cut off marks varies from year to year and so only an
approximate can be determined from the evaluation of
previous years' cut off
