With OBC rank of 32000 in NEET UG 2019, you won't get into any of the government medical colleges under all India quota (15% seats). Moreover if the state government has granted you who the certificate of OBC category, it won't be considered if you take admission under all India quota. Only the reservation given by the central government is taken into consideration in all India quota.
