Firstly since you got 70 percentile in jee mains then you cleared the cut off and you are eligible to appear in the nee advance exams.
Secondly you can't get IIT through jee mains percentile you have to crack the jee advance paper with a decent rank to get into some. IITs for that you need to score some 30% of the total marks of the advance paper.
