Do your parents live in Tamil Nadu?
Has your family stayed in UP through your entire school kife?

See domicile certificate is necessary for state quota.

You must understand that domicile certificate is given by an authorized person who certifies you to be a resident of that place. So talk with your parents and clarify it.
