If you want to claim Maharashtra State domicile for their 85% State quota Counselling, you should have the domicile of the State and you should have completed 10th and 12th from that state. And regarding your OBC Certificate, it might be valid if the Caste you belong to also falls under OBC Category in Maharashtra. It should be in Central OBC List.
