after jee jan i got 78 percentile in it .. is there any scope of getting govt collg for civil engineering

With your percentile in JEE mains, your rank would be in the range 225001 246400. With this rank, you have no chances of getting a seat in any government engineering colleges for civil engineering.
So I would request you to go for some top private engineering colleges in India
