after rnd1, If I get upgrade in rnd2, can I reject /resign and still get my fees back and continue apply in mopup and states?

yes you can resign in each and evry round but it will be like taking risk it is not sure that you will get admission. so be careful while doing or taking any step you can take aprt directly in pop up round. all the best have a great future ahead.
