Am I eligible to register for 2nd round of Punjab NEET counselling.I've not applied for 1st round.

Yes, as per the counselling rules setup BY MCC, you can register for 2nd round counselling directly if you have missed the first round registration.
The fresh Registration facility will be available before 2nd round of counselling. This is clearly mentioned in the FAQs on Medical Counselling Committee (MCC) website (Q14... Please note...), you can read it too for confirmation. Link is here for FAQs :

So don't worry about it and go for registration for 2nd round counselling.
