are admissions based on AIR or category rank?

See when the lists are created, first the seats are filled up with the AIR or General Rank. When all the Un reserved seats are filled up then the reservation seats are filled with the category ranks. So if you have good rank then you will get the admission most possible with your AIR and if you have lower UR rank then you will get admission on the basis of category rank. So if you are a category student then you have both the possibilities to get a seat.
