Are all the papers of different sets the same with changes in the question numbers or are all the papers of different sets are different?

If you are asing about NEET UG Entrance Examination, then all the questions are same irrespective of the set. The questions and sometimes options are shuffled in different sets. Question number one of set A may be present in Question number thirty of set B. So all the question papers of different sets are same with changes in question numbers.
